Prisoner Citizens: The Story of Japanese Internment Camps

Conflicts between the United States and other nations not only hurt diplomatic ties, they can also erode the rights of naturalized U.S. citizens, established aliens and visitors viewed as the enemy.

A neighbor becomes a nemesis and friends become foes. Below are four instances in U.S. history when citizens, guests and foreign residents all became alien enemies.

In 1798, the U.S. legislators and citizens were philosophically divided over the French Revolution.

While some people saw Britain as the country’s nemesis and felt France’s political changes were a direct result of the American Revolution, others feared that France’s rebellious behavior might lead to a conflict with the U.S.

The situation became so tense that John Quincy Adams informed his father, President John Adams, that France had plans in the works to invade the U.S. western frontier. Worried that a conflict with France might stir up French sympathizers and divide the nation, Congress enacted the Alien and Sedition Acts of 1798.

The Alien and Sedition Act

Four separate laws comprised the Alien and Sedition Act: The Naturalization Act upped the residency requirement from five to fourteen years, the Alien Act allowed for the deportation of any resident alien considered “dangerous to the peace and safety of the United States.”

The Alien Enemies Act allowed alien residents from countries at war with the U.S. to be deported, and the Sedition Act which made it a high misdemeanor for any alien or U.S. citizen to “make any defamatory statement about the federal government or the president.”

Once the legislation passed, lists of possible deportees were created. But so many people feared deportation, they fled on their own.

The Alien and Sedition Act of 1798 resulted in eighteen indictments, fourteen prosecutions and ten convictions. Upon taking office in 1801, President Thomas Jefferson pardoned everyone convicted under the Act.

Although the Alien Enemies Act was never utilized when tensions were high with the French, The War of 1812 saw enemy aliens being forced to notify U.S. marshals of their presence, obtaining special passports and living at a distance from the Tidewater if they were merchants.

German-American Internment During World War I

Fears about “alien enemies” and individuals with “enemy ancestry” once again emerged during World War I.

By 1917, more than 250,000 German-Americans and Germans living in the U.S. who had declared citizenship in other countries were required register at their local post office and carry a special identification card at all time.

During World War I, more than 6,000 individuals were arrested and sent to one of the internment camps in Fort Douglas, Utah or Fort Ogelthorpe in Georgia.

Keeping an eye on the U.S. German-American and Italian-American population during World War II was difficult.

The country’s citizenship had swelled so greatly that no internment camp could hold them all. Instead, officials decided to send more than 11,000 German and Italian-born non-citizen immigrants who were men, women and children to internment camps throughout the country.

Since German and Italian naturalized U.S. citizens could not be sent to internment camps, a process of exclusion was enforced that prohibited entrance to certain geographic areas and events. While reparations have been made to Japanese-Americans who were sent to internment camps, little is discussed today regarding the internment itself, and the exclusion of Germans and German-Americans.

Japanese-American Internment

One of the worst injustices suffered by Japanese-Americans was the relocation and internment of more than 120,000 individuals in ten U.S. concentration camps scattered across the United States.

Executive Order 9066 signed by President Franklin Roosevelt in 1942 required that Americans of Japanese descent, visitors and legal and illegal aliens be forced to move from their homes, abandon their businesses and live as prisoners in their own country.

Most were given 48 hours to get their affairs in order prior to being shipped off. Although the war ended in 1945, the last Japanese-American internment camp didn’t close until the following year.

Ironically, only 10 Americans were accused of spying for Japan – and all of them were Caucasian.

More than forty years later, President Ronald Reagan issued a formal apology to Japanese-Americans who’d been forced to live in the camps. He also signed the Civil Liberties Act of 1988, which provided every living former internee with $20,000.

President George Bush allocated additional compensation and also issued an apology. The camps are now preserved as historical landmarks.

According to the United Nations Relief and Works Agency for Palestinian Refugees (UNRWA), Balata Rufegee Camp, near Nablus, has the highest ratio of population per square meter in the West Bank. At least 20,000 people live in less than one square kilometer. More than sixty years since its establishment, and the camp continues to grow.

As: “Lack of privacy, and no closed doors create a lot of social problems,” said Mahmoud Subuh, Director of International Relations at Yafa Cultural Centre. The high density is matched with a high unemployment rate. Residents of the camp are uncertain about their future, contributing to social and psychological problems among the population.

When The Palestine Monitor visited the camp on 21-23 January, it was evident how its inhabitants suffer from litte private space. As an example, we were told how residents have built “their walls” to refrain other people from passing through the alleyways.

Open spaces for socio-cultural activities are inadequate. However, some residents decorated the designated public spaces with colorful graffiti. A significant number of refugees come fromJaffa, so many painted their images of theMediterranean Sea.

Others decided to assert the importance of their own culture and identity, painting traditional ceramic jars, the olive tree, an oud and the Haram Ash-Sharif inJerusalem.

Balata Refugee Camp was established to be a “temporary solution” after the 1948 War, after which the State of Israel was established. Eventually, it became a “permanent temporary solution.”

Over time, its population has become increasingly demanding. In particular, the younger generation of refugees has been exposed to the influence of new technologies and lifestyles. As Subuh remarked, this is why “young generations feel more frustrated today.”

• Section of 5 in the Law of Political Parties and section 7A of the Basic Law: Stipulates that any party platform that calls for full and complete equality between Jews and non-Jews, can be disqualified from any political post. The law demands that Palestinian Arab citizens may not challenge the state's Zionist identity.

• Law of Return: “Every Jew has the right to become a citizen no matter where they come from” while the indigenous non-Jewish inhabitants who were expelled in 1948 are expressly barred from returning to their homes

• Nakba Law: Penalizes any institution that commemorates or publicly mourns the expulsion of the native Palestinian population

• Anti-boycott law: Provides anyone calling for the boycott of Israel, or it’s illegal settlements, can be sued by the boycott's targets without having to prove that they sustained damage. The court will then decide how much compensation is to be paid.

• Admission Committees Law formally allows neighborhood screening committees to prevent non-Jewish citizens from living in Jewish communities that control 81 percent of the territory in Israel. In March 2011 Israel passed a law to allow residents of Jewish towns to refuse non Jews from living in their communities.

• Amendment to the Citizenship Law: Stipulates that an Israeli citizen who marries a Palestinian cannot live as a couple in Israel with his or her spouse. A Palestinian spouse can neither gain citizenship nor residency.

• 93% of the land, the vast majority of which was confiscated from Palestinian owners after 1948, can only be owned by Jewish agencies for the benefit of Jews only. One of these agencies is the Jewish National Fund, which, in its charter forbids sale or lease to non-Jews.

• Specified Goods Tax and Luxury Tax Law [art 26, Laws of the State of Israel, vol. 6, p. 150 (1952)] Authorizes lower import taxes for Jewish citizens of Israel compared with non-Jewish citizens of Israel.

• National Planning and Building Law (1965) Through various zoning laws freezes the growth of existing Arab villages while providing for the expansion Jewish settlements and creation of new ones. The law also re-classifies a large portion of established Arab villages as "unrecognized” and therefore nonexistent, allowing the state to cut off water and electricity as well as to simply appropriate that property.

• Appropriations are carried out under The Requisitions Law which allows a “competent authority” to requisition the land – called “land requisition order” – so that only he may “use and exploit the land” as he sees fit. This applies to “home requisition orders” as well, whereby another “competent authority” who can “order the occupier of a house to surrender the house to the control of a person specified in the order, for residential purposes or for any other use, as may be prescribed in the order. “

• In the education sector within Israel, as an example, the state spends $192 per year per non-Jewish student compared to $1,100 per Jewish student.

• There is a planned Mosque Law that will prohibit the broadcasting of the Muslim call to prayer, which has been sounding over that land since the beginning of Islam.

• Non-Jews living in the West Bank are denied access to the holy places of Jerusalem, which are only a few kilometers away from them.

• ALSO, for the first time in the history of Islam and the history of Christianity, Palestinian Muslims and Christians in the West Bank and Gaza are denied access to their holy Places of Jerusalem, even on the high holy days of Eid, Christmas, and Easter Sunday.

• Since Israel took the West Bank, the Christian population has declined from 20,000 in 1967 to less than 7500 today.

• Military Order 1229: authorizes Israel to hold Palestinians in administrative detention for up to six months without charge or trial. Six-month detentions can be renewed indefinitely, without charge or trial.

• Military Order 329 and 1650 effectively prevents Palestinians from being anywhere in the West Bank without a specific permit to be there, making it a criminal offense to go from one Palestinian town to another.

• Military Oder #92 and #158: gives the Israeli military control of all water resources in the West Bank, which belongs to Palestinians.

• Israel then allows the Palestinians access to only a fraction of the shared water resources, while unlawful Israeli settlements there receive virtually unlimited supplies creating a reality of green lawns and swimming pools for Jewish settlers and a parched life for Palestinians, whose access to water, according to the World Health Organization does not meet the minimum requirements for basic human water needs.

• Furthermore, that fraction of confiscated Palestinian water is sold to Palestinians at 300% more than what it costs Jewish settlers in the same area. ($1.20/cubic meter vs $.40/cubic meter).

• Military Orders #811 and #847: Allows Jews to purchase land from unwilling Palestinian sellers by using “power of attorney”.

• Military Order #25: forbids public inspection of land transactions.

• Militar Order #998: requires Palestinians to get Israeli military permission to make a withdrawal from their bank account.

• Military Order #128: gives the Israeli military the right to take over any Palestinian business which is not open during regular business hours.

• Military Order #138 & #134: forbids Palestinians from operating tractors or other heavy farm machinery on their land.

• Military Order #93: gives all Palestinian insurance businesses to the Israeli Insurance Syndicate.

• Military Order # 1015: requires Palestinians to get Israeli military permission to plant and grow fruit trees. This permit expires every year.

• Through various military orders, according to the WHO, Israel has uprooted 2.5 million trees belonging to Palestinians, and which often represent their only means of sustenance.

And here are the numbers that scare me and break my heart the most. These are the cold prose of statistics pertaining to Palestinian children, that reflect the systematic destruction of Palestinian society:

• (UNICEF): “Conditions have rarely been worse for Palestinian children.” One in 10 Palestinian children now suffer from stunted growth due to compromised health, poor diet and nutrition and 50% of Palestinian children are anemic, and 75% of those under 5 suffer from vitamin A deficiency.

• Palestinian children are routinely imprisoned for months and years for throwing stones at Israeli jeeps, tanks, and soldiers. Many of them, as young as 12 years old, are tortured and held in solitary confinement.

• Meanwhile, for bludgeoning a 10 year old Palestinian boy (Hilmi Shusha) to death with the butt of his riffle, an Israeli settler received community service and a fine.

• A Palestinian man was convicted of rape and sentenced to 1.5 years in prison for having consensual sex with a Jewish woman, because he did not disabuse her of her assumption that he was Jewish.

Part II: The Underlying Philosophy of Upper Nazareth

Nazerat Illit, or Upper Nazareth, is a Jewish enclave built above the Palestinian Arab city of Nazareth in the Galilee, northern Israel. The “illit” city (the Hebrew word illit means both higher physically, but also “elite”, or better, in a moral and philosophical sense) was built on confiscated Palestinian land and, according to British journalist Jonathan Cook, serves two purposes: to stop the expansion of the “Arab capital” of Israel and to act as a mitzpe (“lookout”) to literally watch over Nazareth’s Palestinians (the municipal government building overlook the city).

Cook, a former reporter for The Guardian and The Observer, now writes for Abu Dhabi’s The National as the only foreign correspondent based in Nazareth, where he’s lived for almost a decade.

"It is a beautiful video, a mythology-shattering piece both compelling and painful. Watching it brought to mind a hasbara tactic that infuriates me, the mythology surrounding incitement, specifically, the assertion by Israel that Palestinian educators and parents teach their children to hate and that is what drives Palestinian violence.

While there are undoubtedly issues with both Palestinian and Israeli textbooks, this tactic is simply noxious. Throughout the telling, the father of this family reflects on how this experience and fear have been ingrained in his children’s blood – this is of course the greatest source of incitement, the killing and traumatizing of civilians, the subjugation of generations, the demolitions of homes and land, and the killing, always the killing.

Until now, I had not seen nor heard this tactic adequately exposed."

Students march as UK parliament says yes to fees hike

By a narrow margin British members of Parliament have approved a controversial plan to raise university tuition fees as thousands of students continue to protest in the streets of London.

The student fee hike has been approved by a reduced majority of 21 votes. Meanwhile, the protestors continued to demonstrate in front of the Parliament. The center of London around Westminster and the Parliament has been closed for traffic for almost the entire day.

The students started to gather at noon and marched toward the Parliament. One of the largest marches ever in London saw tens of thousands of demonstrators gather in the capital’s center. Protests are also taking place across the rest of the country.

Members of the RMT union, one of the most powerful trade unions in the country, have joined the student protests.

An international children's rights charity has said it has evidence that Palestinian children held in Israeli custody have been subjected to sexual abuse in an effort to extract confessions from them.

The Geneva-based Defence for Children International (DCI) has collected 100 sworn affadavits from Palestinian children who said they were mistreated by their Israeli captors.

Fourteen of the statements say they were sexually abused or threatened with sexual assault to pressure them into confessions.

Al Jazeera's correspondent in the West Bank, Nour Odeh, met one of the children, identified only as "N", who said he suffered sexual abuse at the hands of his interrogators.

Dismissive attitude

DCI officials say that when they complain to the Israeli military about the treatment of the children, their allegations are dismissed as untrue.

Now the organisation has submitted its evidence to the United Nations Special Rapporteur on Torture to try and increase pressure on Israel to stamp out the alleged abuse.

According to our correspondent, Israel has two sets of laws: one for its citizens and another for Palestinians in the West Bank and Gaza.

All Palestinians, minors and adults, are tried in military courts.

Children between the ages of 12 and 16 are tried in Israeli military courts as children.

From 16 years onwards, Palestinians are tried as adults.

Human-rights groups have criticised Israel's detention policy with regard to children, which denies them access to their families or lawyers during the detention process.

Palestinian children arrested by Israel are not permitted to see their lawyers until they are in court.

There are currently 340 Palestinian children in Israeli jails, mostly convicted of throwing stones.

An Israeli military order stipulates that stone throwing carries a maximum jail sentence of 20 years, and there is no appeals process for decisions by Israeli military courts.

Israeli reaction

The Israeli military, in a written response, rejected DCI's allegations, saying the detention of minors is consistent with international law.

It said all court hearings involving minors in the West Bank were conducted before a special military court which specialises in dealing with issues pertaining to minors.

"Allegations regarding violence in the course of questioning should be raised during the trial or in a formal complaint," the military said.

"Regarding the presence of a lawyer during questioning of a minor, the Youth Law does not require such a presence, even within the state of Israel."

Bana Shoughry-Badarne, head of the legal department at the Public Committee Against Torture in Israel, an Israeli human-rights group, says there is a huge issue of impunity in Israel with regard to complaints against the security services.

"Our latest report, from 2009, shows that from the 600 complaints that were submitted to Israel's attorney-general, all of them were dismissed," she told Al Jazeera from Jerusalem.

"There was not even one criminal investigation."

Shooting Palestinian workers

Over the past year, B'Tselem has documented eleven cases in which soldiers fired at and wounded Palestinian civilians working in areas near the perimeter fence between the Gaza Strip and Israel. In these eleven cases, the gunfire struck civilians who, because of the lack of jobs in the Strip, were compelled to earn a living by collecting building materials for recycling. The lack of jobs has grown since Operation Cast Lead and following the continuing siege on the Strip.

In none of the cases was an attempt made to arrest the workers, so it is unreasonable to think they were suspected of engaging in actions aimed at harming security forces or Israeli citizens; rather, the gunfire was intended, apparently, to remove the workers from areas the army considers no-go zones. In addition to the eleven documented cases, B'Tselem and other human rights organizations know of dozens of other cases.

These cases join a series of instances documented by B'Tselem over recent years in which soldiers have fired at farmers and demonstrators in the vicinity of the perimeter fence, even when they did not present any danger. On 28 April 2010, Ahmad Dib, a young Palestinian, died of his wounds after being shot by the Israeli security forces on the border of the Gaza Strip while he was participating in a demonstration close to the perimeter fence.

Collecting gravel and other building materials is carried out primarily among the ruins of the Erez industrial zone near Erez Crossing. Following the disengagement, in 2005, the army classified the approximately 150-meter strip running from the perimeter fence along the border, which is situated inside the Strip, a no-go zone. After Operation Cast Lead, the army distributed leaflets stating the no-go zone had been increased to 300 meters from the fence. The leaflets state that, “Anybody who approaches endangers his life,” and that measures will be taken against persons who enter, “including by gunfire,” regardless of the person’s identity or actions. Contrary to the High Court of Justice’s ruling, in HCJ 741/05, that “special security areas” must be clearly marked, the no-go zones in the Gaza Strip are not marked in any way. B'Tselem’s investigation has revealed that some of the workers in the area have never seen such a leaflet; in any case, some of them are illiterate.

The sweeping declaration of extensive areas as no-go zones in which the army may open fire at any person found there, even if the person poses no threat, is unlawful. Indiscriminate firing at persons who pose no danger to security forces or to Israeli civilians breaches the central principle of international humanitarian law, the distinction between combatants and civilians.

Furthermore, more than half of the Palestinians injured in the eleven cases were shot when they were more than 300 meters from the fence, and therefore in an area outside the army’s declared no-go zone. In practice, any person working in areas along the perimeter fence, even if outside the no-go zone, risks his life.

The Israeli-Palestinian conflict is continuing to divide the Middle East. RT sat down with journalist and author Jonathan Cook who says that Israel actually benefits from the division.

“The Jewish population in Tehran is at least 20,000, maybe 30,000 people, and when they talk about their lives there, they seem very comfortable. If Iran had a kind of racial hatred against Jews, if the Iranian regime was just a symbol of a ‘new Hitler regime’, the Nazis, why would they not be starting with their own population?” Jonathan Cook says.

“The reason why Israel can’t allow Iran to have nuclear weapons is because if Iran developed its own nuclear arsenal, it would totally change the balance of power in the Middle East,” he says. “At the moment Israel is the regional bully, it has its own nuclear weapons, it can pull them out as it has done several times in the past, most notably during the 1973 war when it threatened the US that it might use those weapons if it wasn’t rearmed and that is why the Americans had to come in and intervene. It has that kind of ability to pressure America and terrorize the rest of the neighborhood, if you like, because it has nuclear weapons.”

Jonathan Cook says that if Iran had nuclear weapons, there would be a balance of power.

“There would be this mutually assured destruction principle, which may not be an ideal principle, but at least it’s something in terms of counteracting the benefits that Israel has as the only nuclear power [in the region],” he says.

As for the possible solution to the conflict, Jonathan Cook says he would support anything that brought peace and gave Palestinians and Israeli Jews the right to live happy, contented lives.

“The question now is how you achieve that. Some people say a two-state solution could do that. I don’t actually think that it is even technically possible any longer, if it ever was,” he says. “We are talking about very small areas of land that would be left to the Palestinians. Nobody is talking about it being a militarized state that would control the borders – I mean all sorts of questions that nobody really wants to look at in any kind of depth at the moment because everybody knows the answers, that this wouldn’t really be a proper state. I don’t think it would end the conflict, I think it might postpone it very briefly, but we would just end up with the same kind of conflict.”

New York police officer escapes prison for pushing cyclist off bike

A New York police officer has escaped a prison sentence after he was caught on camera pushing a cyclist from his bicycle during a demonstration in Times Square.

The clash between Patrick Pogan, the officer, and the bike-riding activist happened in an instant, however, the fallout lasted for almost two years after video of the confrontation that became a YouTube hit.

It ended on Wednesday when the officer's criminal case was closed without jail time or probation after he was convicted of lying about the 2008 incident.

Pogan, 24, fought back tears, hugged relatives and thanked his lawyer and police union after hearing his sentence, technically known as a conditional discharge.

He had gone to a Manhattan court facing the possibility of up to four years in prison, but a judge did not jail him and instead gave him a conditional discharge.

Jurors in April acquitted Pogan of assault and harassment in his 2008 encounter with pro-cycling activist Christopher Long, however, Pogan was convicted of lying after a witness's video contradicted his account in a court document.

Ryan Connors, Assistant District Attorney, pressed for jail time for Pogan, saying "the entire fairness of the criminal justice system was called into question" by his falsehoods. Pogan's misleading account led to attempted assault and other charges against Mr Long; the charges ultimately were dropped.

But defence lawyer Stuart London portrayed Pogan as a novice who "made an isolated mistake on paperwork."

Pogan, then about 10 days out of the police academy, was assigned to keep order and watch out for traffic violations as a loosely knit bike protest called Critical Mass passed through Times Square on July 25, 2008.

Participants and police have had a rocky relationship since more than 260 cyclists were arrested during what authorities saw as a chaotic Critical Mass ride shortly before the Republican National Convention in 2004.

The Pogan case stoked the tensions, with the president of the Police Benevolent Association union decrying it as the result of "anarchists" who "were looking for a confrontation with police." The group that organises the group ride, Time's Up, said it was disappointed with Pogan's sentence but hoped the incident and aftermath would ultimately improve relations between officers and cyclists.

Pogan said he told Mr Long to stop to get ticketed for such infractions as taking his hands off his handlebars. Mr Long kept going, and he testified he never heard any instruction to stop.

Pogan initially reported that Mr Long steered into him and knocked him down, but a tourist's video showed the officer striding over to Mr Long and shoving him off his bike. The video has garnered more than 2 million YouTube views.

Pogan testified that he was trying to protect himself and never meant to misrepresent what happened.

State Supreme Court Justice Maxwell Wiley said he found incarceration and further court supervision unwarranted in Pogan's case. A conditional discharge usually involves conditions a defendant must meet for the case to be closed, but Wiley didn't set any.

Long, a sometime farmer and farmer's market worker, wasn't seriously hurt. He got a $65,000 settlement after suing the city.

Pogan resigned last year from the New York Police Department and has been working construction jobs. His felony conviction will bar him from police work.

Israeli soldiers shoot dead a Palestinian teenager and wounded two others including an ambulance driver who was providing first aid to another victim in the occupied West Bank.

Palestinian medical sources reported Monday night that one Palestinian teenager was killed and two others were wounded by Israeli military fire near the road that separates between Al Jalazoun refugee camp and Beit El settlement, east of the central West Bank city of Ramallah.

The 17-year old youth, Mohammad Nayef, was seriously wounded and was moved to Hadassah hospital in al-Quds. He died of his wounds several hours later, the sources said.

Mohammad is the son of Riyadh Nayef, a Palestinian security official who was assassinated by the Israeli army several years ago.

The Israeli army claims the boy was hurling fire-bombs outside the settlement.

The two other wounded Palestinians are Ali Al Qaisi, shot in his arm, and ambulance driver, Osama Al Najjar, who was wounded in his leg while providing first aid to Mohammad Nayef.

In addition to this incident, according to Palestinian sources Israeli troops kidnapped several Palestinian youth and took them to an unknown destination.

Israeli minister without portfolio Yossi Peled

An Israeli cabinet minister has categorically confirmed that construction and expansion of illegal Jewish settlements in and around Jerusalem (al-Quds) will continue.

Speaking on September 1 at a conference entitled "Preserving Jerusalem and the Golan Heights”, Yossi Peled of the ruling Likud Party repeated what Israeli Prime Minister Benjamin Netanyahu had said during his recent visit to Germany, namely that Jerusalem is the “eternal and united capital of Israel” and that there would be no freeze whatsoever on the construction of settlements.

The minister without portfolio, who is a Belgian immigrant, insisted that the Jews would continue to live and build in and around the city, which was captured from the native Arabs by military force, Israel's Ynet News reported.

Israel recently announced that it would accept a temporary freeze on settlements but that it would never accept a permanent halt to the construction of Jewish settlements on occupied territories, despite the prohibitions of international law, the Fourth Geneva Convention, and worldwide condemnation.

Israeli soldiers arrest a Palestinian photojournalist at gunpoint in the West Bank.

The Palestinian Media Coalition has expressed grave concern over Israel's arrest of Palestinian journalists.

The PMC condemned the Zionist action after Israeli soldiers kidnapped journalist Seri Sammour on August 31 in a raid on his house in Jenin in the north of the occupied West Bank.

Two days earlier, journalists Ghofraan Zamel from the Al Ain refugee camp and Muhammad Mona from Nablus had been detained.

The PMC said that, in addition to the latest detentions, six other journalists, all from the West Bank, are also languishing in Israeli jails, the al-Qassam website reported on September 1.

The Palestinian Media Coalition appealed to all press and human rights organizations, including Reporters without Borders and the International Federation of Journalists, to speak out against the illegal practices of the Israeli regime.

The PMC said that the journalists' detention was contrary to international norms and conventions, which ensure journalists' rights to freedom of movement and the dissemination of news and information.

The PMC also demanded the immediate release of all journalists without conditions and said that the rising number of journalists detained in Israeli jails points to a conspiracy "to silence" the Palestinian press as was done with 'Bethlehem 2000' radio.
